Abstract
This paper proposes a new wind turbine concept designed for low-winds. The design is studied using a combination of wind tunnel experimentation and aerodynamic theory to highlift the potential benefits of this concept. After processing the experimental results, and after comparison with theory, the optimal conditions for the operation of the turbine are identified. Experimental and theoretical results suggest that the design is sound and can offer a realistic alternative to the conventional horizontal axis wind turbines. In addition, the proposed turbine has good power efficiency at low wind speeds that makes is suitable for deployment in areas not yet favoured by wind farm developers.

Abstract
Objective: to determine heat transfer in tube evaporators electrical liquefied petroleum gas with a solid intermediate environment based on aluminum. However, in the known literature, such recommendations are not available. In the article on the basis electrothermal analogy derived equations to determine the thermal resistance of the transfer heat from a group of tubular electric heaters to outer surface evaporator coil pipeline through an array of solid intermediate environment of aluminum. A set calculated dependences for coefficients heat transfer flow tube evaporator vapor-liquid propane-butane mixture liquefied petroleum gas, taking account of changes flow regimes, and the dryness propane content in the liquid and vapor phases the mixture. According to obtained values of thermal resistance and heat transfer coefficients flow tube evaporator heat transfer coefficient is determined.

Abstract
In this paper we propose the option to install the NPP permanent additional steam turbine low-power, which, combined with a hydrogen complex can increase the reliability of power supply of NPP auxiliaries in the state of de-energizing, and increase agility NPP power unit. Probabilistic safety assessment NPP was carried in the states of de-energizing by used standing turbines that working to improve the maneuverability of nuclear power plant and reserve diesel generators can significantly increase the reliability of NPP auxiliaries and to reduce by orders the probability of accidents with fissile core damage at the communications breakdown with the power grid.

Abstract
The basic parameters for the constraint effects analysis in the 2D and 3D bodies are presented in this paper. One- and two-parameter approaches of the stress-strain state in the elastic-plastic region of the crack tip (J-T approach, JQ rule, J-A2 method) are considered. The best known ways review of the constraint effects evaluation in three-dimensional solids is carried out.

Keywords: inclined crack, stress fields, mixed mode
Abstract
Stress strain state fields analysis of the incline crack tip for different specimen geometries under plane stress and plane strain are conducted. Subjects for studies are cruciform specimen under biaxial loading, center cracked plate and compact tension-shear specimen. By means different combinations of loading conditions and initial straightline crack orientation realized full range of mixed mode fracture from pure mode I to pure mode II. On the base of numerical solutions the influence of initial crack angle, relative crack length and specimen geometries on the angular stress distribution are established. The numerical data for elastic-plastic stress fields related to the complete range of mixed mode loading are compared with theoretical predictions. For comparison purpose the reference fields for plane mixed mode problems governing the asymptotic behavior of the stresses and strains at the crack tip are developed in a power law elastic-plastic material. Discrepancies in dimensionless angular distributions have been observed in various specimen configurations.

Abstract
At the present stage of development of economic relations, increasingly tougher competition in the domestic market and the world. It is necessary to note the relationship between the competitiveness of the enterprise and the state of its economic situation. Therefore, for an enterprise that seeks to break into the world market, the decisive factor is the management of competitiveness.
